Departments

Security

The Security Department handles all matters relating to the safety and security of GNSS systems.

The Security Department's tasks include, among other things:

  • Establishing and managing a suitable permanent structure for the implementation of security-related decisions and necessary security-related operational contacts
  • Ensuring compliance by the concession holder with instructions issued pursuant to Joint Action 2004/552/CFSP (aspects of the operation of the European satellite radio-navigation system affecting the security of the European Union)
  • Approving security annexes of industrial contracts
  • Contributing to the definition of security specifications of systems and their components and to security standards for information techniques
  • Contributing to the definition of cryptography requiring governmental approval
  • Ensuring that European GNSS signals/services are controlled in compliance with approved security criteria
  • Tasks related to the role of European GNSS security accreditation authority, initiating and monitoring the implementation of security procedures and performing system security audits
  • Contributing to the definition of specifications and instructions for manufacturing PRS (Public Regulated Service) receivers, in accordance with the PRS access policy defined by the Council
  • Contributing to the provision of guidelines for the implementation of PRS management rules in the Member States
  • Verifying compliance by the concession holder with international rules and agreements (e.g., Wassenaar, Missile Technology Control Regime and other international agreements)
  • Implementing relevant provisions for the exchange, handling and storage of classified information
  • Contributing to the development of coordination and consultation procedures on security-related matters with the Secretary-General of the Council of the European Union, High Representative for the Common Foreign and Security Policy
  • Contributing to the identification and preparation of information to the Council on possible measures to be taken by the Council in the event of a threat to the security of the European Union or of a Member State arising from the operation or use of the system, or in the event of a threat to the operation of the system, in particular as the result of an international crisis
  • Contributing to the preparation of advice requested by the Council
  • Contributing to the preparation of advice on security policy issues in international agreements related to the European GNSS programmes
  • Ensuring safety and security-related relations with the concession holder, the EC and other institutions of the EU, Member States and third countries

Finance

Among other tasks, the Finance Department shall:

  • ensure compliance with the GSA Financial Regulation and update this regulation and the respective implementing provisions;
  • forecast of the GSA's annual revenue and expenditure and the prepare, implement and control the budget;
  • ensure the accounting and financial management and reporting; draw up the GSA's annual accounts;
  • ensure the planning and operation of the Information and Communication Technologies (ICT) infrastructure;
  • ensure the efficient utilization and maintenance of GSA office space; and manage relations and coordinate activities related to the European Court of Auditors and the Commission's Internal Audit Service and the accounts discharging process.

Personnel

Among other tasks, the Personnel Department is responsible for:

  • Developing, implementing and enforcing the Authority's staff regulations and policies, in accordance with applicable EU rules and best practices
  • The overall administration of the Authority's human resources
  • Administration of salaries
  • Assisting heads of units in matters such as job design, training and staff motivation
  • Organising recruitment processes and coordinating the work of Selection Committees
  • Ensuring and coordinating regular performance appraisals
  • Ensuring the development of the Authority's human resources
  • Ensuring the effectiveness of internal communication
  • Ensuring that relevant information on personnel is kept safe, up-to-date and readily accessible to management and staff, in conformity with applicable rules on data protection
  • Integrating new staff into the Authority
  • Acting as the contact point for personnel issues and, with respect to the affairs under its responsibility, ensuring administrative relations and coordination with the Pay Master Office, medical service, other institutions of the EU and other entities
  • Contributing to general tasks of the Authority, such as planning, budgeting and reporting

Legal

Among other tasks, the Legal Department shall:

  • ensure the overall follow-up of the GSA's legal activities;
  • steer the legal dimension of all activities of the GSA;
  • assist the heads of departments in matters such as contract preparation, negotiation and interpretation;
  • manage procurements, contracts, grants and other agreements;
  • be the secretariat to the GSA Administrative Board;
  • ensure the protection of personal data and compliance with relevant legislation; and
  • provide legal advice on the GSA’s policies.

Market Development

The Market Development Department handles all matters related to the structure, functioning and growth of the GALILEO market.

Some of the Market Development Department's tasks include:

  • Assessment of the evolution in size and structure of the satellite-based navigation market
  • Monitoring of downstream markets to ensure non-discriminatory access to systems, fair commercial conditions to drive penetration and competition
  • Streamlining of the GALILEO value chain
  • Assessment of projections of revenues from services
  • Assessment of the market impact of commercial and business development initiatives of the GALILEO concession holder
  • Motivation and support to entrepreneurship for the development of new system applications
  • Support to EC and Member States' initiatives for the development and adoption of regulated applications, particularly in cases where legislative and regulatory measures prove necessary to enable pan-European applications
  • Appraisal contribution of market-oriented Sixth Framework Programme (FP6) projects to the definition of strategic guidelines for FP7 and corresponding implementation
  • Contribution to European radio navigation plans and follow-up of their implementation
  • Establishment of a database of information on GALILEO and EGNOS to encourage and facilitate the start-up of new ventures in downstream markets
  • Coordination with other satellite-based navigation systems and regulatory authorities for the development of the worldwide market
  • Relations with innovation centres, user communities and other market agents

Information and Outreach

The Information and Outreach Cell handles all matters related to information provision and dissemination, market-related communications activities, and outreach initiatives on behalf of the GSA.

The Information and Outreach Cell's tasks include:

  • Developing and implementing marketing communications activities and initiatives to support the implementation of European GNSS market development plans and strategies;
  • Managing the implementation and further development and evolution of the GNSS Information and Knowledge Management facility (GKMF) and facilitate and encourage its broad use by internal and external publics.

ICT and Logistics Department - description

The ICT and Logistics Department shall proactively contribute to the fulfilment of the GNSS' Agency mission, particularly regarding all matters related to the management of the premises, the internal administration and to the management of the Information and Communication Systems.

Among other tasks, the ICT and Logistics department shall:

  • Support the business needs of the Executive Director and the operational departments from the technical and organizational standpoints:
    • planning and management of the implementation, operation, development, optimization and maintenance of the Information and Communication Technologies (ICT) infrastructure;
    • coordination of the development, maintenance, optimization and implementation of the internal administrative procedures, support to document management and archival;
    • ensure that the administrative procedures are synchronized with the information systems in order to maximize the benefits of the use of the modern technologies and the overall efficiency and performance of the Agency;
  • Manage the planning, efficient utilization and maintenance of the GNSS Agency office space including the management of the logistical aspects of the GNSS Agency: 
    • provision of office supplies, energy and other commodities necessary for the daily operations of the Agency;
    • availability of adequate office equipment;
    • operation and maintenance of the premises;
    • management of the physical inventory;
    • installation of staff and setup of office equipment;
    • support to the users of the technical and logistical infrastructure of the Agency.
  • Coordinate the move of the agency to its final seat;
  • Manage the logistical aspects of the setup of the GSMC and other possible subsidiaries;
  • Coordinate and implement the business continuity planning;
